诗曰:
世人但喜作高官,执法无难断案难。
宽猛相平思吕杜,严苛尚是恶申韩。
一心清正千家福,两字公平百姓安。
惟有昌平旧令尹,留传案牍后人看。
自来奸盗邪淫,无所逃其王法,是非冤抑,必待白于官家,故官清则民安,民安则俗美。举凡游手好闲之辈,造言生事之人,一扫而空之。无论平民之乐事生业,即间有不肖之徒显干法纪,而见其刑罚难容,罪恶难恕,耳闻目睹,皆赏善罚恶之言,宜无不革面洗心,改除积习。所以欲民更化,必待宰官清正,未有官不清正,而能化民者也。然官之清,不仅在不伤财不害民而已,要能上保国家,为人所不能为、不敢为之事,下治百姓,雪人所不能雪、不易雪之冤。无论民间细故,即宫闱细事,亦静心审察,有精明之气,有果决之才,而后官声好,官位正,一清而无不清也。故一代之立国,必有一代之刑官,尧舜之时有皋陶,汉高之时有萧何,其申不害、韩非子,则固历代刑名家所祖宗者也。若不察案之由来,事之初起,徒以桁杨刀锯,一味刑求,则虽称快一时,必至沉冤没世,昭昭天报,不爽丝毫。若再因赂而行,为贪起见,辄自动以五木,断以片言,是则身不修,而可治国治民,上清宫闱,下安百姓,岂可得哉!间尝旷览古今,博稽野史,有不能断其无,并不能信其有者。如此书中所编之审案之明,做案之奇,访案之细,破案之神,或因秽乱春宫,或为全其晚节,或图财以害命,或因奸以成仇,或误服毒猝至身亡,或出戏言疑为祸首,莫不无辜牵涉,备受苦刑。使非得一人以平反之,变言易服,细访微行。阳以为官,阴以为鬼,年至得其情,定其案,白其冤,罹其辟,而至奇至怪之狱,终不能明。春风倦人,日闲无事,故特将此书之原原本本,以备录之,以供众览。非敢谓警世醒俗,亦聊供阅者之寂寥云尔。
