Carol C. Gould, Globalizing Democracy and Human Rights (Cambridge: Cambridge University Press, 2004), xi + 276 pp. Carol Gould's new book is a state-of-the-art treatment of the most exciting and contested issue in political philosophy today--that of global justice. Since the end of the cold war in the late 1980s, most political philosophers have turned to a consideration of how the principles of social justice they espouse could be applied globally. The last fifteen years have witnessed a plethora of attempts either to formulate new principles of international ethics and global justice or to apply existing approaches to the global scale. With the ascendancy of the war party in U.S. politics and the frustration of cosmopolitan hopes for the E.U., this trend in political philosophy may be near an end. It is so much more important, therefore, to draw what lessons we can from the debates on international ethics in the recent past. Gould's book is a very good place for such an assessment to start.
