Die Inseln und Küsten, deren Produkte die Seefahrer kennen lernen sollen, liegen außerhalb des Bereiches der staatlichen Bewegungen Europas. Wenn längere Kriege die Freiheit zur See beschränken, so stellen die kriegführenden Mächte gegenseitig Pässe aus; der Haß zwischen Volk und Volk tritt zurück, wenn es sich von der Förderung des Wissens handelt, das die gemeine Sache der Völker ist.
