Plaintiffs are eight persons who, following arrest, experienced pretrial release procedures in the Third Judicial District (Shawnee County). Plaintiffs challenge the procedures. Defendants are the State, the Third Judicial District, and the 14 Third Judicial District Judges as individuals.
