Ausgehend von den Stimmen der Betroffenen analysiert dieses Buch die Verantwortungskette hinter dem staatlichen System der österreichischen Fürsorge- und Heimerziehung nach 1945. Am Beispiel Salzburg werden das Zusammenwirken von Jugendämtern, heilpädagogischen Einrichtungen, Erziehungsheimen und Politik untersucht sowie der gesetzliche Rahmen und die gesellschaftlichen Haltungen, Normen, aber auch Problemlagen, die dem Handeln der AkteurInnen zugrunde lagen.
In den Blick genommen werden aber auch Gegendiskurse und alternative Entwürfe zur repressiven, vielfach menschenverachtenden Praxis des alten Systems, die sich ab den 1970er Jahren langsam zum Paradigmenwechsel einer Orientierung am "Wohle des Kindes" und seiner Rechte verdichten.
Die vorliegende Studie wurde von einem Team von HistorikerInnen erarbeitet. Abgeschlossene Geschichte ist ihr Thema jedoch nicht, weil tausende Betroffene von damals die Folgen von Ausgrenzung, Stigmatisierung, Demütigung, Gewalt, Missbrauch bis heute mit sich tragen und die gesellschaftliche Verantwortung für das erlittene Unrecht zu Recht einfordern.
