Poner en cultivo la gran extensión de tierras bajas de Indochina Meridional es el principal objetivo de este proyecto. Aprovechar las aguas de la mitad septentrional del subcontinente, montañoso y de grandes lluvias, para irrigar su mitad meridional. La clave del proyecto es la regularización de las aguas del Mekong, río que en la desembocadura lleva un caudal de 13.000 metros 3/segundo. Para eso sería preciso construir dos grandes embalses. Uno a la salida del río de las montañas, que retenga las aguas de todo el curso superior. El punto más apropiado parece estar inmediatamente arriba de Luang Prabang. Con las aguas retenidas aquí podrían irrigarse las llanuras de Thailandia Oriental y del valle del Menam. Un segundo embalse a la salida del río a la llanura costera, en la región de las cataratas, para regularizar el curso inferior e irrigar Camboya y Cochinchina,
Complementarios al proyecto del Mekong son los del Iravadi y del río Rojo de Tonkin, Camboya y Cochinchina. El mismo trabajo es preciso en los ríos Tonkin y Annam. Pero hay un proyecto muy especial en esta región, en torno al aprovechamiento del río Saluen.
