Apesar de não ter sido palco de conflito armando, é inegável a importância de Lisboa durante a 2ª Guerra Mundial. A capital portuguesa era o último portão de saída da Europa e, portanto, o lar temporário de grande parte da realeza europeia exilada, de mais de um milhão de refugiados que procuravam passagem para os Estados Unidos, e de uma série de espiões, polícias secretas, banqueiros, judeus proeminentes, escritores e artistas que tentavam escapar dos conflitos que varriam o continente europeu.
Em Lisboa, o respeitado historiador britânico Neill Lochery baseia-se em registros da polícia secreta portuguesa, arquivos bancários e documentos inéditos para compor uma narrativa reveladora e envolvente dos bastidores da guerra. Lochery conta a história de um país europeu relativamente pobre que não apenas sobreviveu à guerra fisicamente intacto, como emergiu, ao término, em 1945, muito mais rico do que quando o conflito teve início, em 1939.
Dentre os exilados em Lisboa estiveram os artistas Marc Chagall e Max Ernst, o ator Leslie Howard, os escritores Arthur Koestler, Grahan Greene e o jovem escritor Ian Fleming, que estava a serviço da Coroa Britânica, e se inspirou na atmosfera de intrigas da cidade litorânea de Estoril para criar as histórias de James Bond.
A capital portuguesa era a única cidade europeia em que tanto os Aliados e o Eixo operavam abertamente. Tudo sob o olhar da Polícia de Vigilância e Defesa do Estado (PVDE) e do líder português, António de Oliveira Salazar, que via a neutralidade não como um conceito rígido, mas como uma forma de maximizar o ganho português com a guerra econômica.
Apesar da pressão que sofria tanto do Eixo quando da Grã-Bretanha, um aliado histórico, Salazar conseguiu manter-se neutro, garantindo assim a manutenção da integridade física do império português e a estabilidade econômica. Até hoje, dizem que nos Cofres do Banco de Portugal ainda existem barras de ouro estampadas com a insígnia nazista.
