Es reicht nicht, im Krisenfall kurzfristig das Überleben zu sichern. Menschen, die wiederkehrenden Krisen kaum etwas entgegenzusetzen haben, können ihre Situation erst recht nicht dauerhaft verbessern. Es ist daher von zentraler Bedeutung, Menschen dabei zu unterstützen, ihre Widerstandsfähigkeit gegen Krisen aufzubauen; insbesondere durch eine Verbesserung der Ernährungssituation. Der Zugang zu ausreichender und angemessener Nahrung ist ein grundlegendes Menschenrecht. Regierungen, Nichtregierungsorganisationen, Geber und internationale Organisationen müssen Menschen stärker dabei unterstützen, widerstandsfähiger und weniger anfällig gegenüber Ernährungskrisen zu werden.
Resilienz, das heißt Widerstandsfähigkeit, ist das zentrale Thema des Welthunger-Index-Berichtes 2013, der gemeinsam vom Internationalen Forschungsinstitut für Ernährungs- und Entwicklungspolitik (IFPRI), Concern Worldwide und der Welthungerhilfe herausgegeben wird. Angesichts der Tatsache, dass die globale Hungersituation laut Index weiterhin „ernst“ ist und 19 Länder „sehr ernste“ oder „gravierende“ Hungerwerte verzeichnen, sind Anstrengungen zur Stärkung der Widerstandsfähigkeit dringend notwendig, um schnellere Fortschritte bei der Hungerbekämpfung zu erzielen.
