Un village colombien qui a connu la violence de la guerre civile vit en paix depuis que le maire a rétabli l'ordre, par la terreur il est vrai. Mais un soir, les premiers tracts anonymes apparaissent. Celui que lit César Montero, un riche propriétaire, le pousse aussitôt à tuer l'amant de sa femme, le clarinettiste Pastor. Durant les dix-sept jours que dure le roman, les tracts anonymes se multiplient, sonnant la discorde, ravivant les haines, réveillant la mémoire de tous sur les combines, les exactions, les crimes commis pour s'enrichir ou se venger dans le passé. Certains, comme la veuve Montiel, croient voir dans cette opération la main de Dieu ; d'autres, comme le coiffeur, accusent les sorcières. Le curé Angel, d'abord indifférent, demande finalement au maire de prendre des mesures d'autorité devant ce "terrorisme dans l'ordre moral". Les patrouilles de surveillance n'empêchent pas les tracts de proliférer. Pour interrompre ces feuilles clandestines, symboles, selon le maire, d'une opposition active, celui-ci décide le retour à la répression. Un jeune villageois, Amador, est arrêté et torturé. La prison se remplit, les coups de feu retentissent à nouveau dans les rues. Les tracts disparaissent, mais la paix mensongère est terminée, le village est revenu à son enfer quotidien.
